VVWD Board to Consider Asphalt Repair Contract

The Virgin Valley Water District (VVWD) Board of Directors will consider awarding a contract and Notice to Proceed to Mesquite General Contracting for work on a section of asphalt located on Palmer Lane and White Rock Road that was damaged the weekend of June 15 through 17.

According to a previous report issued by VVWD General Manager Ken Rock, " On Friday evening, June 15, the 12” diameter PVC pipe under White Rock Road began profusely leaking. Fortunately this was repairable by isolating the line, then cutting out and replacing a relatively short section of the pipe. Sunday morning, June 17 at around 3:30 AM a 10” PVC pipe below Palmer Lane failed catastrophically, with a lengthwise split along a 20’ section of pipe. By about 4:30 AM when our crew shut off the valve for this line, roughly a million gallons of water had been lost via a gaping hole in the street."

Notices were sent to 10 local general contractors on the District's bid list with only two responses. Mesquite General Contracting bid the repair project at $18,651 and TradeWest submitted a bid for $17,950. Even though TradeWest had the lowest price, it failed to include a valid liability insurance certificate in the bid package.

The repair work must be completed by July 20 although Rock anticipates it may be finished sooner.

The Board of Directors will also consider approving a change order request for the Bunkerville Evaluation Study from Forsgren Associates in the amount of $4,500 to include two additional alternatives as part of the scope of work.

Forsgren has been studying the Bunkerville secondary water system with four alternatives: no change in the system; enhance water quality through targeted blending and flushing techniques; minimize potable water use by using Bunkerville Irrigation Company (BIC) water; use BIC water and relocate facilities to the VVWD 11 acre site.

Forsgren is recommending the District add two more alternatives: abandon the system; abandon residential connections and keep high volume users.

The original contract fee for the study was $18,000. Forsgren and Rock are requesting another $4,500 to include the additional two alternatives.

Last on the agenda is a request from Rock for the Board to finalize the purchase of a three acre lot adjacent to the District's current headquarters on Riverside Road. Rock offered and the current owner, Mesquite Riverside, LLC, accepted $340,000 for the empty land. Commercial appraiser, Morley & McConkie, LLC, appraised the land at $375,000. The last reported sale on the property was in July 2006 for $1,050,000.

Rock estimates the real estate escrow closing could occur as early as July 10. While there are no immediate plans to use the vacant lot, it provides space for future expansion of the District's headquarters.

The VVWD Board of Directors' meeting begins at 5:00 pm at the District's Headquarters located at 500 Riverside Road.
